Her name was taken right after the Psychological Operations unit of The Pentagon proposed to use influential personalities as potential assets of the state. 

Thus, Watters theorized that Swift may have been recruited as one of the said assets after the proposition may have gone through. But seeing as the singer is a hot topic in recent times, the Department of Defense was quick to shoot down any misinformation about her being involved as a psy-op of the state.
