The Five Elders were chosen from the Celestial Dragons on the basis of loyalty, ideologies, and overall strength and were given additional abilities like immortality by Imu.

If the theory is true, the next perfect candidate suitable for the role of Gorosei would be Shanks’ relative, Saint Figarland Garling. He carries a similar ideology as the Five Elders, has proven his strength multiple times, and is the current leader of the Holy Knights. Therefore, he would have made the perfect Gorosei.

However, by stealing the Op Op Devil Fruit from the clutches of the World Government and giving it to Law, Corazon robbed Figarland’s opportunity to become a Gorosei. Therefore, there is a high chance that Law will ultimately battle Figarland Garling in the final war of One Piece, bringing a full circle moment to the narrative of the Op Op Devil Fruit.
