While there are notable exceptions, like Vice Admiral Garp, a formidable Logia, Zoan, or Paramecia Devil Fruit power is generally a requirement to reach the upper echelons of the organization.

The Ryu Ryu no Mi, Model: Allosaurus is an Ancient Zoan-type Devil Fruit that gives its eater the ability to transform into an Allosaurus. This power belongs to X Drake, a former Rear Admiral who left his post so he could make a name for himself as a pirate, and infiltrate Kaido’s crew as a spy. X Drake achieved his goal with ease, becoming one of the eleven Supernovas before joining the Beast Pirates, and subsequently aiding the Straw Hat Pirates in their raid on Onigashima by defeating his fellow Supernova, Basil Hawkins.

Using the power of the Ryu Ryu no Mi, Model: Allosaurus, X Drake can either become an Allosaurus, or enter a hybrid human-Allosaurus form. In his full Allosaurus form, he fights using his massive size, his razor-sharp teeth and claws, and his powerful tail.

The Moku Moku no Mi is a Logia-type Devil Fruit that transforms its eater into a smoke person. This power belongs to Vice Admiral Smoker, one of the strongest fighters of his rank. Smoker has complete mastery of his smoke form and, as a Logia, he is completely untouchable by those without Haki, including Luffy, right up until the timeskip.

As a smoke person, Smoker can transform into smoke, control the density of his smoke to trap others in it, and propel himself through the air to fly using his smoke. Smoker can also solidify his smoke to strike his opponents with forceful blunt attacks from a distance. The Moku Moku no Mi also offers unique utility, allowing Smoker the ability to power the engines of his motorbike using it.

The Mori Mori no Mi is a Logia-type Devil Fruit that transforms its eater into a forest person. This power belongs to Admiral Ryokugyu, also known as Aramaki, who achieved the highest possible rank possible for a Navy officer following the promotion of Sakazuki and the retirement of Kuzan. With the ability to create, control, and become any flora of his choice, Ryokugyu defeats both of Kaido’s strongest Commanders, King and Queen, simultaneously.

While Ryokugyu cannot become intangible like other Logias, he’s still unaffected by attacks without Haki, able to endlessly regenerate from any wounds dealt by them. Ryokugyu impales his enemies with sharpened branches, which can then absorb all the moisture from inside them to cause dehydration. He can freely manipulate any forest to his whims, including those he grows, and he can grow a flower on his back to function as a propeller, granting him flight.

This ability belongs to Vice Admiral Tsuru, a veteran officer and a peer of Vice Admiral Garp and former Fleet Admiral Sengoku. Against the power of the Woshu Woshu no Mi, it doesn’t matter if Tsuru’s enemies are among the few in the world who are stronger than her; she can still render them completely helpless.

Outside of instantly disabling those she uses her Devil Fruit power on, the Woshu Woshu no Mi has another function. While it doesn’t fully brainwash those it’s used on, the Woshu Woshu no Mi “cleans” some of the evil off of its victims, purifying them ever so slightly. The Hito Hito no Mi, Model: Daibutsu is a Mythical Zoan-type Devil Fruit that gives its eater the ability to transform into a giant gold Buddah. The Five Elders are the highest authority in the Navy, and their Mythical Zoan-type Devil Fruits are more powerful than any that belong to their underlings. While their Devil Fruits have not yet been named, they provide Jaygarcia Saturn, Marcus Mars, Topman Warcury, Ethanbaron V. Nusjuro, and Shepherd Ju Peter the ability to transform into a Gyuki, an Itsumade, a Fengxi, a Bakotsu, and a Sandworm, respectively. In these forms, their power is on par with Gear 5 Luffy’s.

All five Mythical Zoan-type Devil Fruits grant their eaters the size of giants, and defenses too great for even Sabo to break through.
