According to lore, nobody is supposed to sit on the Empty Throne since it symbolizes equality between different kingdoms. It’s certainly not the case with the series’ biggest revelation. Imu serves as a dark manifestation of corruption within the political realm, and could very well be Luffy’s endgame opponent in the climax of the series.
