The Seraphim made their first appearance when the Marines decided to disband the Warlords and capture every one of them, starting with Boa Hancock. The Only Weakness of the Seraphim

While the Seraphim are very strong, they do have one weakness. This weakness emerges from their lineage factor, augmented by the Warlords. Just like Hancock, S-Snake’s beauty also had no effect on Luffy, and this led to Seraphim getting flustered and obeying everything that Luffy asked her to do. Thus, there is a chance that their personalities could take over the command that has been given to them, which could in a way prove dangerous to the World Government.

The main reason behind disbanding the Warlords was the fact that they were getting difficult for the World Government to control. If the Seraphim truly have the personalities of the Warlords, they can also turn the tide on the World Government in One Piece and take matters into their own hands, and act according to how they see fit, or how the Warlords would have acted.
